Property owners must maintain premises free of rodents, insects, and vermin under the International Property Maintenance Code adopted through Penn Hills Chapter 1420. Code Enforcement investigates complaints and can order abatement.
Penn Hills adopts the International Property Maintenance Code (IPMC) by reference through its Construction Code chapter. IPMC Section 309 requires all structures and exterior property to be kept free of rodent harborage and infestation. When infestation is found, the owner is responsible for extermination. Rental property owners carry pest control duties for common areas and shared walls. Trash storage must use rodent-proof containers (Chapter 1050 solid waste). Violations are cited by the Code Enforcement Department.
