Concord requires a building permit for reroofing under CMC Title 18 (Building Code), which adopts the 2022 California Building Standards Code. Class A fire-rated roofing is required citywide, and tear-offs must comply with CALGreen and BAAQMD asbestos/NESHAP screening prior to demolition.
The City of Concord has adopted the 2022 California Residential Code and California Building Code by reference in Concord Municipal Code Title 18. A building permit is required for all reroofing projects, including recovers, overlays, and complete tear-offs. Concord is not in a Very High Fire Hazard Severity Zone, but the City requires minimum Class A roof assemblies for new construction and full replacements in accordance with CRC R902 and the State Fire Marshal's WUI product listing. Recovers over existing roofing are limited to one additional layer and are prohibited where the existing roof is water-soaked, deteriorated, or has two or more layers already. Permits are issued through the Community & Economic Development Department at 1950 Parkside Drive. Prior to tear-off, buildings constructed before 1981 must be screened for asbestos-containing materials under BAAQMD Regulation 11, Rule 2, and a J-number notification may be required. Inspections are required for underlayment/nailing and final. Contractors must be licensed by the CSLB (C-39 roofing) and carry workers' compensation insurance. Fees are calculated on valuation per the City fee schedule.
