Parking on Concord streets is regulated under CMC Title 10 (Vehicles & Traffic) and the California Vehicle Code. CVC 22651(k) allows towing of any vehicle left on a public street for more than 72 consecutive hours; moving a vehicle a few feet does not reset the clock per case law. Concord Police Traffic Unit responds to citizen complaints for 72-hour marking. The City operates Residential Permit Parking Districts, including areas around the Concord BART station and near Todos Santos Plaza, where non-permit vehicles are limited to 2 hours during posted enforcement. Street sweeping occurs weekly on posted routes; parked vehicles during sweep hours are ticketed. Parking within 15 feet of a fire hydrant, 3 feet of a driveway, in a red zone, or blocking a sidewalk is prohibited per CVC 22500.
