All fireworks, including "safe and sane" fireworks, are completely banned in Concord. Possession, sale, or use of any consumer fireworks is a misdemeanor punishable by fines up to $1,000 and administrative penalties up to $3,000 under Concord Municipal Code and state law.
Concord prohibits all consumer fireworks within city limits, including so-called "safe and sane" fireworks that are legal in some other California cities. The ban applies to possession, sale, use, and storage of any pyrotechnic device, including sparklers, fountains, smoke bombs, bottle rockets, firecrackers, and aerial fireworks. California Health and Safety Code Β§12500 et seq. defines dangerous fireworks (all aerial, explosive, and projectile devices) as illegal statewide, and Concord additionally bans the "safe and sane" category permitted under state law. Enforcement is shared by the Concord Police Department and ConFire. Violations can result in misdemeanor criminal charges carrying fines up to $1,000 and/or six months in jail, plus administrative fines up to $3,000 per incident for the property owner where fireworks are used (social host liability). The Concord Police Department operates a Fireworks Reporting Portal in the weeks surrounding July 4 and allows anonymous tips. Violations are heavily enforced during the July 4 and New Year's Eve periods. Professional pyrotechnic displays are permitted only with a State Fire Marshal license and city approval.
