California Health & Safety Code §13113.7 and §13113.8, together with California Residential Code §R314 and Richmond's adopted building codes, require smoke alarms in every dwelling unit. Required locations include: inside every sleeping room, in the hallway or area outside each sleeping room, and on every story of the dwelling including basements and habitable attics. In new construction and substantial remodels valued above $1,000 or additions that create a sleeping room, alarms must be hardwired to the building's electrical system with battery backup and interconnected so all alarms sound when one is triggered. Since July 1, 2015, any smoke alarm installed in an existing dwelling that uses only batteries must contain a non-replaceable, 10-year sealed lithium battery and a manual silence feature. Rental properties must have compliant alarms verified by the landlord at lease inception. California HSC §1102.1 requires sellers to certify smoke alarm compliance on the Real Estate Transfer Disclosure Statement at the point of sale. Tampering with or disabling a required smoke alarm is a misdemeanor.
