For existing dwellings, battery-operated alarms are acceptable for retrofit, but Health and Safety Code Section 13114 mandates that battery-only smoke alarms sold, marketed, or installed in California since July 1, 2015 must have a 10-year sealed non-replaceable lithium battery and a hush feature. Landlords in California must install and maintain smoke alarms under HSC 13113.7(b), and tenants are responsible for testing and notifying landlords of malfunctions. At real estate sale, sellers must certify smoke alarm compliance under Civil Code 1102.6a, and the seller or agent must ensure working alarms are present before close of escrow. Antioch's Building Division enforces smoke alarm requirements through building permits for remodels, additions, and resales. Contra Costa County Fire Protection District also provides free smoke alarm installation and inspection services for income-qualifying households.
