1 defines RECREATIONAL VEHICLE broadly to include any boat, camp trailer, fifth wheel trailer, tent trailer, travel trailer, utility trailer, camper, motorhome, camper van, travel coach, bus, pickup truck with a cabover camper, dismounted camper body, personal watercraft, or empty trailer capable of carrying any of those. 1223, citing sight-distance problems backing from driveways, obscured children and pets, reduced property values, and aesthetics. Where on-street parking is authorized, it must occur only on the street contiguous to property the RV owner or operator actually owns or occupies.

Otherwise, parking a recreational vehicle on any residential street is barred except while it is being actively loaded, unloaded, cleaned, or repaired, and even then for no more than 24 hours. An owner can get around that limit with a free Police Department temporary parking permit, good for up to 72 hours from the time on the permit, displayed prominently on the vehicle; the department caps this at four permits per residential address per calendar year and requires at least 72 hours between permits, so they cannot be issued back-to-back to create continuous parking.

Before the first citation, the city must issue a warning notice on the rule. The section was added by Ordinance 1031-C-S, passed September 14, 2004.
