609 of the Antioch Municipal Code, in Article 6 (Traffic Control Devices) of Chapter 5, states flatly that no person, unless authorized by the city, shall paint any street or curb surface. The only exception is for painting numbers on a curb, and even that requires the person doing the painting to have received authorization in writing from the City Traffic Engineer beforehand; there is no provision letting a resident paint a curb red, yellow, or white to create their own no-parking or loading zone.
