In April 2022, the Antioch City Council adopted a Residential Rent Program and Just Cause for Eviction Ordinance (Antioch Municipal Code Chapter 5-21, Residential Rent Program and Tenant Protections), making Antioch one of the East Bay cities layering local tenant protections over state law. Landlords renting residential units in Antioch must annually register each rental unit with the city's Rent Program, provide information about the tenancy (rent, unit type, tenant start date), and pay a per-unit program fee (set by council resolution, typically in the range of $30-$50 per unit annually). The registration also triggers application of the just-cause-eviction requirements: landlords may only terminate a tenancy for one of the enumerated at-fault reasons (non-payment of rent, material breach of lease, nuisance, criminal activity, refusal of access) or no-fault reasons (owner move-in, withdrawal from rental market under Ellis Act, substantial remodel, government order). No-fault terminations require relocation assistance payments equal to generally 2-3 months of rent (HUD Fair Market Rent or actual rent, whichever higher). California AB 1482 (Tenant Protection Act of 2019, Civil Code 1946.2 and 1947.12) separately applies a statewide 5% plus CPI (capped at 10%) annual rent increase limit and just-cause requirements to units over 15 years old; Antioch's local ordinance adds enforcement and registration. Single-family homes and condos owned by non-corporate owners and covered by proper AB 1482 exemption notice may be exempt from AB 1482 but can still be covered by local just-cause rules.
