San Ramon does not currently operate a mandatory city-wide residential rental registration program. Landlords must still obtain a City of San Ramon business license and comply with California state rental laws including AB 1482 rent cap/just cause (for qualifying properties), security deposit limits under Civil Code 1950.5, and statewide habitability standards. Short-term rentals (under 30 days) have separate registration requirements. Property owners of 3+ units should review state landlord-tenant rules carefully.
Unlike some California cities (Oakland, Berkeley, Richmond, Los Angeles) that operate mandatory rental registries, San Ramon does not have a city-wide residential rental registration program. Landlords renting long-term residential property in San Ramon must still: obtain a San Ramon business license from the Finance Department (annual renewal), comply with California Civil Code Section 1950.5 on security deposits (AB 12 effective July 1, 2024 reduced deposits to one month's rent for most rentals), follow AB 1482 (Tenant Protection Act of 2019) rent cap (CPI + 5%, capped at 10%) and just-cause eviction requirements for buildings more than 15 years old that aren't exempt single-family rentals with proper notice, and ensure habitability per Civil Code 1941+. Properties with swimming pools have additional pool safety compliance obligations. Short-term rentals (under 30 days) β see STR subcategory β have separate registration and transient occupancy tax requirements. HOAs in planned communities (Gale Ranch, Windemere, Canyon Lakes) may impose additional rental restrictions including minimum lease terms and renter screening requirements. Rental property owners subject to AB 1482 must provide the mandatory tenant notice disclosing the protections. Senate Bill 567 (2023) strengthened AB 1482 enforcement for no-fault evictions. Landlords must disclose known lead-based paint hazards (pre-1978 buildings), mold, flood zone status, and Megan's Law database access. Section 8 Housing Choice Voucher participation is voluntary but cannot be denied as a source of income under Government Code 12955 (SB 329).
