Bexar County, TX Building Setbacks & Zoning: Lot Coverage Limits (2026)

Since Texas counties have no general zoning authority, Bexar County does not cap the percentage of a lot that can be covered by buildings or impervious surfaces. However, three other regimes routinely control lot coverage in unincorporated Bexar County. First, HOA covenants in master-planned subdivisions like Cibolo Canyons, Timberwood Park, and Redbird Ranch frequently limit building footprint to 30 to 45 percent of the lot and total impervious cover to 50 to 65 percent. Second, Municipal Utility Districts and Special Utility Districts may impose impervious cover restrictions as part of their water and drainage plans. Third, and most significantly, property located over the Edwards Aquifer Recharge Zone or Contributing Zone in northern Bexar County is subject to impervious cover limits under the TCEQ Edwards Aquifer Protection Program, typically capping impervious cover at 15 to 20 percent on recharge zone residential lots unless water quality best management practices are installed. Owners should check whether their lot is mapped within the recharge zone before planning additions, driveways, or outbuildings.
