Vero Beach's Code of Ordinances Title VI (Zoning Ordinance) Chapter 61 contains the Residential Zoning Districts. Maximum lot coverage, building volume and mass, and landscape open-space requirements are set in the dimensional standards for each district (RS-1, RS-3, RS-6, RM, etc.).
Vero Beach codified its zoning rules in Part III (Land Development Regulations), Title VI (Zoning Ordinance) of the Code of Ordinances. Chapter 61 governs Residential Zoning Districts β including RS-1 (low-density single-family), RS-3, RS-6, RM (multi-family), and others. Each district lists minimum lot size, minimum frontage, maximum building coverage, maximum lot coverage (impervious surface), and required landscape open space. Lower-density RS-1 lots are subject to tighter coverage caps; higher-density RS-6 and RM districts allow more coverage. Lot coverage includes all principal and accessory structures plus impervious paved surfaces (driveways, patios). The Planning & Development Department maintains the current Chapter 61 text and reviews permits.
Exceeding allowed coverage without a variance violates the Land Development Regulations. The City can deny building permits and Certificate of Occupancy, issue stop-work orders, and assess fines. Variances are heard by the Vero Beach Planning & Zoning Board.
