Lake County Unified Development Ordinance (UDO) Article 8 sets minimum setbacks by zoning district. Unincorporated residential R-1 requires 40 ft front, 10 ft side, 40 ft rear; Waukegan, Libertyville, Gurnee, Highland Park, and Lake Forest have their own stricter municipal standards.
Under the Lake County UDO (Article 8, Dimensional Standards), principal structures in unincorporated R-1 Residential districts must maintain a minimum 40-foot front yard, 10-foot side yard, and 40-foot rear yard setback; R-2 and R-3 districts allow 30 ft front and 8 ft side. Municipalities set their own standards: Waukegan Zoning Code (Title 10) requires 25 ft front in R-5; Libertyville Code Title 16 sets 30 ft front in R-5; Gurnee R-1 requires 40 ft front; Highland Park (Code Ch. 150) requires 30 ft front in R-6; Lake Forest (Code Ch. 159) enforces 40 ft front minimum in R-3 with larger estate setbacks. All lakefront parcels on Lake Michigan or inland lakes are subject to additional shoreline and bluff setbacks. Variances require Zoning Board of Appeals hearing under 55 ILCS 5/5-12009 (county) or 65 ILCS 5/11-13-5 (municipal). Corner lots must observe two front-yard setbacks.
