Commercial activity is restricted to two narrow channels: low-THC oil dispensaries licensed by the Georgia Access to Medical Cannabis Commission under OCGA Title 16 Chapter 12 Article 6, and hemp processors and retailers licensed by the Georgia Department of Agriculture under OCGA Title 2 Chapter 23 (HB 213). Both channels must comply with Atlanta Part III Land Development Code commercial-district mapping, parking minimums, and signage regulations under Chapter 30.
Operating a recreational cannabis storefront, lounge, or cultivation site in Atlanta is a state felony under OCGA Title 16 Chapter 13. City Code Enforcement will also issue stop-work orders, revoke business licenses, and refer matters to APD and state regulators.
