Under Minn. Stat. 342.40, only licensed cannabis delivery services may deliver cannabis products to consumers. Hennepin County cities may apply reasonable time-of-day or zoning rules to delivery hubs but cannot ban licensed delivery to private residences. Deliveries to schools, daycares, treatment facilities, and college dorms are prohibited regardless of local rules.
