Under NRS 678B and Cannabis Compliance Board regulations, only licensed retailers and licensed delivery operators can transport cannabis to consumers. Drivers must be CCB-registered employees, carry manifests, use unmarked vehicles, and verify ID and age 21+ at the door. Deliveries are limited to private residences within Nevada; deliveries to hotels, casinos, federal property, or public sidewalks are not allowed. Las Vegas city business-license rules layer on top of CCB approval, and dispensaries cannot exceed daily purchase limits per consumer.
Unlicensed delivery, dropping off at hotels or casinos, failure to verify age, or undocumented manifests trigger CCB fines and possible license revocation along with city action.
