Nevada Revised Statutes Chapter 455C and Nevada Administrative Code 455C govern elevator safety statewide. The Nevada Division of Industrial Relations Mechanical Compliance Section issues the installation permit, performs the acceptance test, and then conducts an annual inspection. Las Vegas has one of the highest elevator densities per capita in the country due to downtown Fremont Street casinos, the Stratosphere tower, City Hall, and numerous high-rise condo and office buildings inside city limits. Owners must employ a state-licensed elevator contractor for any installation, alteration, or major repair. A Certificate of Operation issued by the state must be posted inside each cab and renewed annually. Las Vegas Building and Safety coordinates with the state during initial building permitting but does not conduct elevator inspections itself. ASME A17.1 is the adopted safety code. Hoistway access for technicians and fire service Phase I and Phase II operation are mandatory. Unpermitted work or operation of an elevator with an expired certificate can trigger red-tag shutdown.
