020 as a facility that provides medical or surgical treatment for animals or pets, as well as shelter and care during the time of such treatment) as a use requiring approval through the Conditional Use or Special Use Permit process, depending on the zoning district shown in Title 19's Land Use Tables. Six Conditional Use Regulations attach to every approval: the site must have access to a collector street or larger; animals must stay confined inside an enclosed building at all times; the building must be designed to provide complete sound barriers and odor protection for adjacent properties; rooms containing cages or pens cannot have windows, doors or other exterior wall penetrations adjacent to residences; noise levels must comply with LVMC Title 7; and no more than 25 percent of the floor area may be used for the boarding of animals.

A separate Minimum Special Use Permit Requirement targets outdoor pens specifically: in the O, C-D and C-PB zoning districts, and within every Form-Based Code transect zone, outdoor pens used to provide shelter or care for animals are not permitted at all. Parking is set at one space for every two on-duty employees, plus one additional space per doctor and one per examination room, a formula distinct from the flat square-footage ratios used for most other Title 19 uses.
