Deliveries must be to private residences (not hotels, parks, or public sidewalks), require adult ID at the door, cap individual orders at state-set possession limits, and use sealed compliant packaging. Multifamily building lobbies do not count as the residence β drivers must reach the door. Newark Police can stop and verify manifests. The same operator may deliver medical and recreational with separate inventory tracking.
Unlicensed delivery is a third-degree distribution offense under NJ Β§2C:35-5. Licensee delivery violations risk CRC suspension, Newark endorsement revocation, and fines up to $50,000 per incident.
