Medical cannabis patients also cannot home-grow under current law, despite multiple legislative attempts to amend §24:6I. Enforcement is by Newark Police plus state authorities. This is among the strictest personal-cultivation rules in any US legalization state.
Home cultivation is a third-degree crime (one to five plants) carrying three to five years prison, up to $25,000 fine, plus federal exposure. Newark Police actively enforce alongside CRC referrals.
