Rhode Island has not yet authorized adult-use cannabis delivery; only RICCC-approved medical compassion-center deliveries to registered patients are permitted, and unlicensed delivery remains a criminal offense.
Unlike Massachusetts and California, Rhode Island's Cannabis Act did not turn on adult-use delivery at launch. As of the most recent RICCC rulemaking, only the licensed medical-marijuana compassion centers can deliver and only to patients on the medical registry, following ID verification, manifest, and locked-vehicle protocols. Adult-use customers in Providence must purchase in person at a licensed retailer. Operating an unlicensed delivery service β including out-of-state drivers β risks felony distribution charges and forfeiture of vehicles. RICCC has signaled adult-use delivery rules may follow but no rule is in effect for general delivery yet.
Unlicensed cannabis delivery is a criminal offense; even licensed delivery requires manifests, locked storage, and registered patient ID checks.
