California Code of Regulations Title 4 Section 15415 establishes that local jurisdictions cannot prohibit deliveries of cannabis goods by a state-licensed retailer to customers within their boundaries. State-licensed Type 9 (non-storefront) and Type 10 (storefront) retailers and microbusinesses can therefore deliver to addresses in unincorporated LA County. Drivers must be retailer employees, carry the state license copy and a trip manifest, verify customers are 21 or older, and use vehicles with GPS tracking and a locked compartment. Cash and product on-person are capped per state rule. The Department of Cannabis Control, the Sheriff, and CHP enforce delivery rules. LA County has not yet issued its own local retailer or delivery licenses.
Unlicensed delivery is a state misdemeanor and can trigger vehicle impound, state license revocation by the Department of Cannabis Control, and county nuisance enforcement. Selling to minors triggers immediate state license suspension.
