Bowling Green opted IN to host medical cannabis dispensaries. The Warren County City County Planning Commission adopted zoning amendments in spring 2024 limiting medical cannabis retail to properties zoned Highway Business (HB), prohibiting locations adjacent to agricultural or residential districts, requiring at least one mile between dispensaries, and barring locations within 1,000 feet of any school, college, or daycare. The City of Bowling Green Board of Commissioners followed with a local licensing ordinance in early 2025. Three Bowling Green dispensary licenses have been issued by the Kentucky Office of Medical Cannabis.
Medical cannabis dispensary siting in Bowling Green is governed at three layers: state, regional planning, and city licensing. At the state level, the Kentucky Office of Medical Cannabis (Cabinet for Health and Family Services) under 915 KAR 1:050 controls dispensary licenses โ distributing 48 licenses across 11 medicinal cannabis regions through a lottery held in October 2024 after applications were accepted July 1 through August 31, 2024. At the regional planning level, the Warren County City County Planning Commission (joint zoning authority for Warren County and the cities of Bowling Green, Oakland, Plum Springs, Smiths Grove, and Woodburn) adopted zoning amendments in March 2024 that became effective by July 1, 2024 in response to the state program. Those amendments confine medical cannabis dispensaries to properties zoned Highway Business (HB), forbid dispensaries from siting adjacent to agriculturally or residentially zoned properties, require a minimum spacing of one mile between dispensary locations, and apply the state 1,000-foot setback from schools, colleges, and daycares. At the city level, the Bowling Green Board of Commissioners unanimously approved on first reading (January 2025) a local licensing ordinance establishing the city's licensing process for cannabis cultivators, processors, and dispensaries โ providing the local approval that state-licensed operators need before opening. Three state-licensed dispensary entities have been awarded for Bowling Green: PROMO PULSE, LLC; FLOWER RADAR, LLC; and AR-MO-KY-MS, LLC. The first Kentucky dispensary opened December 13, 2025 (Post Dispensary in Beaver Dam, Ohio County); Bowling Green dispensaries are working through siting and inspection to open as of 2026. The state operating-hours rule under 915 KAR 1:050 applies (currently 9:00 a.m. to 9:00 p.m. with local refinement).
Operating a cannabis business in Bowling Green without both a state license from the Office of Medical Cannabis and a city license under the local ordinance violates 915 KAR Chapter 1 and the city ordinance โ the state license is subject to suspension/revocation under KRS 218B.090 and the city license is enforced through the Code Enforcement and Nuisance Board under Chapter 2-21. Siting a dispensary outside the Highway Business zone, within 1,000 feet of a school/daycare/college, within one mile of another dispensary, or adjacent to agricultural or residential districts violates the Warren County zoning amendments and exposes the operator to denial of building permits and Certificate of Occupancy. Unlicensed retail sale of cannabis remains trafficking under KRS 218A.1421 with felony exposure.
