Home cultivation of cannabis is illegal throughout Allegheny County. Pennsylvania Medical Marijuana Act (Act 16 of 2016, 35 P.S. 10231.101) does not permit patient home grow. Pittsburgh Code 601.05 reduces penalty for possession of small amounts but does not authorize cultivation. Any number of plants can be charged as manufacturing.
