Outdoor cultivation, exceeding the per-residence plant cap, cultivating in a non-enclosed or unsecured area, or producing odors or visual cues perceptible from outside violates Section 84.34.040 and is enforceable through Title 1 abatement, civil penalties, and Sheriff's Marijuana Enforcement action.
