Indoor grows must be in a secured space (locked room or closet, or a secured outdoor greenhouse that meets structural requirements), inaccessible to minors, and conducted entirely out of public view from any street, sidewalk, park, or neighboring property. Electrical modifications including added circuits, larger lights, and ventilation require a building permit under the California Electrical Code. Ventilation must include carbon filtering or equivalent so that odors are not detectable at the property line, consistent with the city nuisance rules under Civil Code 3479. Using volatile solvents such as butane to manufacture concentrates at home is a felony under H and S Code 11379.6. Landlords may ban cultivation in leased premises under Civil Code 1947.12 related tenancy provisions. Selling home-grown cannabis without a state license is illegal under Business and Professions Code Division 10.
