Ohio Revised Code Chapter 3780 (the Adult Use Act passed via Issue 2) authorizes residents 21+ to grow up to 6 cannabis plants per individual or up to 12 plants per residence with multiple qualifying adults. Plants must be out of public view, in a secured enclosure or area where unauthorized persons cannot access them, and on property the grower lawfully possesses (homeowner or with landlord permission). Newark has not enacted a local opt-out. Sales by individuals remain prohibited - personal cultivation is for personal use only. Public consumption is barred under Ohio R.C. 3780.30; consumption inside a personal residence is allowed.
Exceeding the 6/12 plant limit or growing in public view can result in a minor misdemeanor under Ohio R.C. 3780.99 (typically up to $150) and confiscation of excess plants. Sale outside the licensed dispensary system is a felony.
