Oregon Ballot Measure 91 (2014) and ORS 475B.245 allow persons 21 and older to cultivate up to 4 cannabis plants per household (not per person) for personal use. This right applies statewide and Washington County does not impose stricter limits. Plants must be concealed from public view β visible grows from streets, sidewalks, or neighboring properties violate ORS 475B.245(1)(c). Home grows must be in locked, enclosed space if there are minors in the household or if it is a multi-family dwelling. Cities within the county generally defer to state law: Beaverton, Hillsboro, Tigard, Tualatin, Sherwood, Forest Grove, Cornelius, North Plains all permit home cultivation without additional permits. Possession limits also apply: up to 8 oz usable marijuana at home, 10 seeds, 4 immature plants. Landlords may prohibit cannabis cultivation and smoking in rental agreements β this trumps state personal-use rights. Odor that crosses property lines can be a nuisance under ORS 30.930 common-law framework. Growing for sale requires OLCC licensing; unlicensed sales are criminal under ORS 475B.301. Medical cardholders registered under Oregon Medical Marijuana Program can grow additional plants at a designated grow site.
