On public streets, ORS 819.100 (incorporated by reference through Tualatin's parking program) lets the city take into custody any vehicle that appears disabled or abandoned after 24 hours, with notice required under ORS 819.170. TMC 8-1-260 separately bars storage on the street beyond 72 continuous hours unless a 21-Day Storage Permit is issued. On residential rental property, TMC 6-13-040(13) provides that no vehicle may remain more than 5 days in a state of major disassembly, major disrepair, or being stripped or dismantled, unless stored within a permitted structure. 'Major disassembly' is defined in TMC 6-13-030(6) as missing tires, wheels, or body parts, or otherwise visibly undriveable.
Tualatin Police and Code Compliance issue citations and may post 24-hour tow notices under ORS 819.170. The vehicle owner is liable for towing and storage costs; the city forwards proceeds and liens through ORS 819 procedures.
