Tualatin treats leaf blowers as residential power equipment under TMC Chapter 6-14. There is no equipment-type ban, no gas-only restriction, and no decibel cap unique to leaf blowers. The clock-based rule in TMC 6-14-040 makes it unlawful to operate power equipment - including lawn mowers, leaf blowers, lawn edgers, snow removal equipment, hand tools, saws, drills, and similar lawn or construction tools used for home or building repair, maintenance, landscaping, alteration, or home manual arts projects - between 10:00 p.m. and 7:00 a.m. Outside that nighttime window, leaf blower use is permitted seven days a week, with no separate Sunday restriction. The City of Tualatin has not adopted the kind of phased gas-leaf-blower ban seen in some other jurisdictions. Permitted municipal maintenance and exempt activities under TMC 6-14-050 are not affected.
Operating a leaf blower or other power equipment between 10:00 p.m. and 7:00 a.m. is a violation of TMC 6-14-040 and is enforced under TMC Chapter 6-14. Active disturbances are reported to the Tualatin Police non-emergency line at 503-629-0111.
