Backyard fowl are governed by TMC Chapter 6-15 (Keeping of Backyard Chickens). In March 2026 Council adopted Ordinance 1454-26 expanding the chapter to 'domestic fowl' — chickens, ducks, pheasants, pigeons, quail, partridges, doves — under the same city license. TMC 6-15-030 sets the conditions: keeping is allowed only in the RL Planning District; a combined maximum of four fowl per lot; roosters, geese, guinea fowl, peacocks, turkeys, emus and ostriches are prohibited; on-site slaughtering is prohibited. The facility must sit in the rear yard, at least 10 feet from property lines and 25 feet from any adjacent residence, with a maximum 200 sq ft floor area and 8 ft height. Traditional livestock are not authorized.
Keeping fowl without a city license, exceeding four birds, keeping a rooster, on-site slaughter, or violating the 10/25-foot setbacks, 200-sq-ft, or 8-ft height limits violates TMC 6-15. Enforcement includes citations, license revocation, and orders to remove animals.
