HRS §329-122 allows registered patients (or their designated caregiver) to grow a combined maximum of 10 plants — mature or immature — at a single registered location. The grow site must be enclosed, locked, and not visible from public rights-of-way. Honolulu does not separately license home cultivation but applies general nuisance, odor, and accessory-structure rules under ROH Chapters 21 and 29. Renters need landlord written permission. Patients may not give away or sell home-grown product. Recreational cultivation remains a felony. Caregivers may serve only one patient at a time, and only patients without dispensary access typically register a grow.
Exceeding 10 plants or unregistered cultivation is a Class C felony under HRS §712-1247, plus city zoning citations up to $1,000 per day.
