Does Apex require off-street loading spaces for new commercial buildings?

Yes, for industrial, major institutional, and business uses. UDO Section 8.3.5 (Off-Street Loading Requirements) provides: 'Off-street loading spaces shall be required for industrial, major institutional, and business uses that can be expected to regularly receive or deliver goods, pursuant to the following Off-Street Loading Schedule.' Table 8.3-3 sets the required number on a gross-floor-area sliding scale: 0 to 40,000 square feet requires 1 loading space; 40,001 to 100,000 requires 2; 100,001 to 160,000 requires 3; 160,001 to 240,000 requires 4; and 240,001 to 320,000 requires 5. UDO Section 8.3 also sets site-design standards governing the size, location, access, and screening of those loading spaces. Where can I make a quick delivery in downtown Apex?

The Town has 15-minute short-stay parking spaces marked on N. Salem Street (one on each side), in the Seaboard Lot (2 spaces), the Saunders Lot (1 space), and the Depot Lot (1 space) for very brief loading and pickup. Beyond those, the downtown signed time-limit zones (2 hours on N. Salem from Saunders to Chatham; 3 hours on S. Salem from Chatham to south of Moore, on E. and W. Chatham, and on Saunders Street; 2 or 3 hours in the off-street lots) are enforced only Monday through Friday from 9 a.m. to 5 p.m. For new or additional on-street loading zones, request through the Apex Traffic Engineering Manager (Sajid Hassan, PE, 919-372-7360, sajid.hassan@apexnc.org) using the request form on the Town's Traffic Control & Parking Ordinances page. Citywide, NCGS 20-162 still prohibits stopping or standing within 15 feet of a fire hydrant or fire station entrance, in front of a private driveway, or within 25 feet of a curb-line intersection.
