Are eucalyptus trees considered heritage trees in Ventura?

Eucalyptus groves used by Monarch butterflies for overwintering are protected under the 2050 General Plan and Emergency Tree Protection Ordinance. Eucalyptus outside those mapped sites are not automatically heritage trees, but Division 11 street-tree rules still apply if they are in a parkway.
