Not as a regular practice. Vehicle dwelling outside a permitted Safe Parking host site is treated as a Code Enforcement issue, and the same vehicle must still be moved at least every 72 hours under RMC 14.40.110. The City instead authorizes Safe Parking Sites Pilot Program host sites (RMC §9.40.018) for up to four inhabited vehicles per location.

Is there overnight parking in downtown Richmond lots?

No. The Marina Way Lot at Marina Way and MacDonald Avenue posts that 'Overnight parking and vehicle storage prohibited,' and the Market Square Lot (11th Street) does not allow monthly storage. Daily and hourly rates apply during operating hours.
