Honolulu has not enacted a separate county juvenile-curfew ordinance, so the state statute HRS Sec. 577-16 applies to East Honolulu. The law prohibits children under 16 from being in public streets, highways, or places of amusement between 10:00 p.m. and 4:00 a.m. unless accompanied by a parent, guardian, or adult designated by the parent. HRS Sec. 577-21 permits counties to supersede the statute by ordinance, but Honolulu has not done so. Parents are also subject to penalties for knowingly allowing violations. Hawaii Kai families should note the law also applies in beach parks and shopping areas.
Minors found in violation may be cited, and parents who knowingly permit violations can face penalties under the statute.
