At beach parks, individuals may traverse the park by the most direct route during closure hours in order to reach the shoreline, since public shoreline access is protected by state law. This matters for Hawaii Kai residents who use Hanauma Bay (separately regulated), Maunalua Bay Beach Park, and Kuliouou Beach Park. Park rules are administered by the Department of Parks and Recreation.
