Sec. 130.01 cites four justifications for the curfew: protecting the public from illegal acts by minors during nighttime hours; protecting minors from improper influences and gang involvement; protecting minors from criminal activity that occurs in the late hours; and supporting parental oversight. The ordinance does not prevent a parent or guardian from authorizing extended supervised activity. The curfew is consistent with the standard Wright County curfew framework (typically 11:00 p.m.-5:00 a.m. for minors under 18 Sun-Thu, midnight-5:00 a.m. Fri-Sat, with earlier hours for minors under 16). Defense is available to an establishment that promptly notifies law enforcement that a minor refused to leave.
