Cameron County's real land-use authority is its beaches and parks. Under the county's Dune Protection and Beach Access Plan and Court Order 1994, no one may obstruct free public beach access, beach vehicles are restricted, glass bottles and littering are prohibited, and officers may order emergency closures.
Cameron County runs Isla Blanca Park, Boca Chica Beach, and other Gulf beach access areas under a GLO-approved Dune Protection and Beach Access Plan and Commissioners Court Order 1994, backed by the Texas Open Beaches Act (Nat. Res. Code Ch. 61) and GLO rules (31 TAC 15). The plan bars any obstruction of public beach access, restricts vehicles from designated beach sections, and prohibits littering and glass bottles on the public beaches. Peace officers, under the Chief Park Ranger's authority, may close beach areas in an emergency to protect public safety. Day-use entrance fees and a Beach User Fee (with a same-day trash-bag refund if returned before 7:00 p.m.) apply. City parks and South Padre Island set their own hours.
Civil or criminal penalties apply: under the incorporated state statutes, not less than $50 nor more than $1,000 per violation per day. Each day is a separate violation, counted separately under each act.
