The Municipal Code contains no crypto-mining, bitcoin, or blockchain provisions, and it does not define "data center." Because a mining operation is functionally a data center, it is reviewed under Sec. 41-472.5(r) as a data center use: allowed in the M1 or M2 industrial districts only with a discretionary Planning Commission conditional use permit and CEQA review, and only where a written finding shows the parcel clear of arterial streets, freeways, and freeway intersections. Continuous noise from mining rigs and cooling must stay within the Sec. 18-312 residential limits of 55 dB(A) day and 50 dB(A) night at any nearby home. Small-scale home mining is treated as residential use but still must meet those noise limits and any HOA rules.
There are no crypto-specific penalties. A commercial mining facility built without the required conditional use permit is a zoning violation, and noise over the Sec. 18-312 limits is a Municipal Code violation enforced by the City.
