Santa Ana enforces California Building Code and Health & Safety Code Section 115920-115929 (Swimming Pool Safety Act) requiring pool barriers for all residential swimming pools and spas. A secondary pool barrier is also required per Orange County Ordinance No. 19-006.
All residential swimming pools and spas in Santa Ana must be enclosed by a barrier at least 60 inches high with no openings that allow passage of a 4-inch sphere, self-closing and self-latching gates with latches at least 60 inches above grade, and no footholds or handholds on the exterior. Per Orange County Ordinance No. 19-006 and the California Swimming Pool Safety Act, a secondary pool barrier is also required, which may be a removable mesh fence at least 20 inches from the water edge with a self-closing, self-latching gate, a power safety cover meeting ASTM standards, a pool alarm, or other approved means. These requirements apply to new construction and remodels.
Failure to maintain required pool barriers is a safety violation subject to code enforcement action and fines. The property owner is liable for any injuries resulting from inadequate pool barriers. Building without proper barriers may result in stop-work orders and required retrofitting.
