Pool barriers in Orange must be at least 5 feet high with self-closing, self-latching gates per California Building Code Section 3109 and Orange County Ordinance 19-006. A secondary pool barrier is also required.
Under California Building Code Section 3109 and Orange County Ordinance 19-006, all pools and spas in Orange must be completely enclosed by a fence or wall at least 5 feet in height measured from outside the pool area. Wrought iron fences may not have openings wider than 4 inches. All gates within the barrier must be self-closing and self-latching with latches at least 5 feet high, swinging outward from the pool. A secondary barrier is also required, which may be a removable mesh fence at least 20 inches from the water edge with a self-closing, self-latching gate, a safety pool cover, a pool alarm, or other means approved by the building official. These requirements apply to new pools and when existing pools are substantially modified.
Non-compliant pool barriers are a life-safety violation subject to immediate code enforcement, required correction, and fines. Failure to comply may result in pool closure orders.
