IMC Section 5-9-304 requires all existing swimming pools, toddler pools, and spas to be enclosed with a protection fence maintained in good condition. Gates within the enclosure must swing away from the pool, be self-closing and self-latching, with unlocking devices at least 5 feet above grade or accessible only from the pool side. New or remodeled pools must include an anti-entrapment cover on suction outlets. A secondary barrier per the California Swimming Pool Safety Act (HSC Β§115920-115929) is also required. Fencing and security must comply with city Informational Bulletin No. 187. Pool barrier permits are always required, unlike standard fences.
Failure to maintain pool barriers is a safety violation subject to immediate code enforcement, fines, and potential pool closure until compliance.
