The City of Irvine adopted updated Fire Hazard Severity Zone (FHSZ) maps in 2025, expanding zones into Orchard Hills, Woodbury, Portola Springs, Quail Hill, Turtle Rock, Laguna Altura, Los Olivos, and Irvine Spectrum. Properties within FHSZ areas must maintain 100 feet of defensible space per California Public Resources Code Section 4291 and Government Code Section 51182. Zone 1 (0-30 feet from structures) requires removal of all dead plants and debris. Zone 2 (30-100 feet) requires reduction of vegetation density. The Orange County Fire Authority enforces these requirements. Non-FHSZ properties must still maintain lots free of combustible vegetation under general fire code provisions.
Failure to maintain defensible space may result in OCFA citations, abatement orders, and fines. The fire authority may abate the condition and assess costs against the property.
