The Board narrowed the measure to a pause after noting an existing data center in Arcata, and public commenters cited the high water and power demand of large facilities. Because nothing has been adopted, a data center today still follows the county's general industrial zoning, a discretionary Use Permit, CEQA review, and — in the Coastal Zone — a Coastal Development Permit.
There is no moratorium to violate today. If the Board adopts the drafted one-year moratorium, the county would suspend accepting and processing new data center applications for its duration, and any project filed during the pause would be held pending.
