Section 90702.00 of the county Noise Ordinance makes it unlawful to cause noise exceeding a one-hour average sound level at or beyond the property boundary. The limit is set by the receiving property's zone: 50 dB from 7 a.m. to 10 p.m. and 45 dB at night for R-1 residential; 55/50 dB for R-2 multi-residential; 60/55 dB for commercial; 70 dB anytime for light industrial; and 75 dB anytime for general industrial. When the two properties have different uses, the more restrictive standard applies. So a data center's chillers, cooling fans, and generators beside homes are held to 50 dB day and 45 dB night at the residential line. New projects are conditioned to these limits through CEQA review.
Noise exceeding the applicable property-line limit violates the county Noise Ordinance, enforced by Code Enforcement and the Sheriff. The county can require mitigation and, for permitted projects, tighten or revoke conditional use permit conditions.
