Section 12.48.020 separately bans digging up or removing Lemon Lily or Tiger Lily bulbs, the Snow Plant, Maidenhair Fern, Sword Fern or Giant Canyon Fern, or cutting, removing or possessing branches, leaves, plants or berries of the Mountain Dogwood, Western Azalea or California Holly Toyon Berry, growing on public or private land, unless the applicant holds a permit from the board of supervisors itself. Private landowners are exempt if they give written consent.
