San Leandro, CA Drone Rules: Park Drone Restrictions (2026)

There is no chapter of the San Leandro Municipal Code that bans drones from city parks by name. The applicable restrictions are the general park-conduct rules in Administrative Code Chapter A7 (Recreation and Parks), Article 1: (1) no person shall disrupt park or recreational activities or interfere with the public use and enjoyment of park facilities; (2) without written consent of the City, no person shall sell or offer goods, solicit funds, or conduct any business, event, or program in a park. Together these capture: hovering over picnics, weddings, or sports games (disruption); commercial photography/videography flights (business without consent); and any flight that prevents others from using the park. Park hours further constrain flight windows: all city parks except Chabot Park and the Shoreline are open 8 AM–8 PM (October 31 – April 30) and 8 AM–10 PM (May 1 – October 30); the San Leandro Shoreline Recreation Area is open from one-half hour before sunrise to 10 PM. Flying outside posted hours is itself a violation of the park-hours ordinance. The East Bay Regional Park District, which manages adjacent properties (e.g., MLK Jr. Regional Shoreline), has its own Ordinance 38 §806.1 banning drone takeoff/landing in EBRPD parks except in designated areas — a stricter rule that applies on those lands, not on city parks.
