Sioux Falls Regional Airport / Joe Foss Field (FSD), located in the City of Sioux Falls within Minnehaha County, generates a substantial Class C / Class D controlled-airspace footprint that extends well into the unincorporated county. Recreational flights inside that controlled airspace require prior FAA authorization through the LAANC (Low Altitude Authorization and Notification Capability) system before takeoff — the county itself does not issue or deny these authorizations. Outside the controlled-airspace shelf, recreational flight in the agricultural and rural portions of unincorporated Minnehaha County is governed only by federal rules and general state law (trespass, harassment, peeping, voyeurism — see SDCL 22-21-1 invasion of privacy). The Minnehaha County Parks Ordinance ('Control, Regulation and Use of Parks') governs the county's three parks (Bucher Prairie, Perry Nature Area, Wall Lake) but does not expressly mention drones; users should treat the dawn-to-dusk operating hours and the prohibition on disturbing other visitors as the effective constraint.
