El Monte does not mandate brace-and-bolt retrofit of older single-family homes. New construction and additions must meet California Residential Code (CRC) Section R403 and Chapter 6 anchorage requirements as adopted under EMMC Title 15.
California Residential Code Section R403.1.6, adopted by EMMC Title 15, requires foundation sill plates to be anchored to the foundation with steel anchor bolts at minimum 1/2-inch diameter spaced no more than 6 feet on center for one and two-story dwellings, with bolts within 12 inches of each end of each plate section. Cripple walls must be braced per CRC R602.9 using plywood sheathing. While El Monte has not enacted a mandatory retrofit ordinance, homeowners may participate in the California Residential Mitigation Program (CRMP) 'Earthquake Brace + Bolt' grant program (up to $3,000), and any retrofit work must be done under a Title 15 building permit with inspections.
Performing structural retrofit or foundation work without a Title 15 building permit is an administrative citation under EMMC Chapter 1.20, starting at $100 and escalating to $500 per offense. Work may also be ordered stopped or reversed.
