Cripple walls must be braced per CRC R602.9 using plywood sheathing. While El Monte has not enacted a mandatory retrofit ordinance, homeowners may participate in the California Residential Mitigation Program (CRMP) 'Earthquake Brace + Bolt' grant program (up to $3,000), and any retrofit work must be done under a Title 15 building permit with inspections.
Performing structural retrofit or foundation work without a Title 15 building permit is an administrative citation under EMMC Chapter 1.20, starting at $100 and escalating to $500 per offense. Work may also be ordered stopped or reversed.
